WhatsApp Chatbot Helps Sexual Assault Survivors in South Sudan Seek Justice

A new WhatsApp-based chatbot is providing a lifeline for survivors of sexual violence in South Sudan, a country grappling with one of the highest rates of gender-based violence in the world. Developed by IsraAID, an Israel-based humanitarian organization, the chatbot offers survivors a confidential and accessible way to report abuse, seek psychological support, and get legal assistance.

Since its launch three months ago, the chatbot has already received 135 reports of sexual assault, highlighting both the severity of the issue and the urgent need for such digital interventions.

How the Chatbot Works

The chatbot operates as an anonymous messaging service on WhatsApp, allowing survivors to:
✅ Report incidents of sexual violence without revealing their identity
✅ Get information on available medical and psychological support
✅ Connect with legal aid groups for assistance in seeking justice
✅ Access emergency contacts and local crisis response teams

By leveraging WhatsApp, which is widely used in South Sudan despite limited internet access, the chatbot overcomes barriers such as stigma, fear of retaliation, and geographical isolation, making it easier for women and girls to come forward.

“Many survivors are afraid to report violence due to societal pressure or fear of retribution. This chatbot gives them a voice and a safe space to seek help,” said Racheli Bornstein, a representative from IsraAID.

 

Sexual Violence Crisis in South Sudan

South Sudan has been struggling with widespread sexual violence, exacerbated by ongoing conflict, displacement, and economic instability. According to the United Nations, over 65% of women and girls in some regions have experienced gender-based violence, including rape used as a weapon of war.

Despite the scale of the crisis, many survivors face major obstacles in seeking justice due to:

  • Weak legal frameworks and lack of enforcement
  • Cultural taboos discouraging women from reporting assaults
  • Limited access to medical and psychological support
  • Fear of stigma or retribution from perpetrators

A Step Toward Justice & Support

Human rights activists and aid organizations have welcomed the chatbot as a game-changing tool in the fight against sexual violence. Local women’s groups and legal aid organizations have also partnered with IsraAID to ensure that reported cases receive follow-up support.

However, challenges remain, including low digital literacy and patchy internet connectivity, which can make access difficult for some survivors. Efforts are underway to expand awareness campaigns and ensure rural communities are also reached through mobile-based solutions.

The chatbot initiative has been praised internationally, with global advocacy groups calling for similar technology-driven solutions in other conflict zones and developing nations. Social media campaigns under hashtags #TechForJustice, #SafeSpacesForSurvivors, and #EndGBV have gained traction, with many urging governments and tech companies to invest in digital tools for gender-based violence prevention.
